Felicia is a long-standing advocate in Wyoming who has dedicated her career to supporting survivors and strengthening community awareness around domestic violence and sexual assault. Her work is rooted in relationships, trust, and collaboration, and she has spent years building strong connections with local agencies, law enforcement, victim services, and community partners across the region.
Felicia understands the unique needs of rural and frontier communities, where access to resources can be limited and confidentiality and trust are essential. She works to ensure individuals and families feel safe seeking help and know they are supported every step of the way. Through workshops, community outreach, prevention education, and survivor-centered support, Felicia helps create safer and more informed communities.
Known for her compassion, professionalism, and unwavering commitment, Felicia brings both experience and heart to her work at H.O.P.E. in Wyoming. She believes that when communities come together to support survivors, healing becomes possible and cycles of violence can be broken.

Jesse Weber
Program Director
Jesse is a Wyoming-based advocate who is deeply committed to strengthening families and communities across the state. As the Program Director and founder of H.O.P.E. in Wyoming, Jesse understands the unique challenges that rural families face, including limited resources, long travel distances, and the need for strong local partnerships. This perspective drives Jesse’s work to create accessible, family-centered support that meets people where they are—both geographically and emotionally.
Jesse has built H.O.P.E. in Wyoming through collaboration with local schools, behavioral health providers, community organizations, and state systems. By working closely with educators, caseworkers, and providers, Jesse helps ensure that families do not have to navigate complex systems alone. Jesse is passionate about bridging gaps between home, school, and community so that youth and caregivers feel supported in every environment.
Known for being approachable, dependable, and solution-focused, Jesse believes that meaningful change starts with relationships and trust. Through community outreach, advocacy, and wraparound care, Jesse is dedicated to helping Wyoming families build resilience, strengthen connections, and create lasting stability.
